A resident who thought the leaders of his homeowners association were going beyond their authority, filed a complaint with the state Commission on Common Ownership Communities. The Commission ruled in favor of the gentleman who disagreed with a new towing policy set by his association board. The association was forced to refund any towing fees to any resident who was towed, and the association is not appealing the decision.
