Toms River homeowners slow to give up land needed to rebuild protective dunes

Toms River is rebuilding sand dunes damaged or flattened by Hurricane Sandy.  The town wants easements which will give the town permission to do the work in exchange for a strip of property.  Homeowners do not want to sign because they are concerned the town will open their beaches to the public.
